Yeah, this is the way the game works (and I believe it is how the Divinity games always worked). You are supposed to be and play highly mobile. Every bonus action not spent and any movement not done is a waste of not wasting resources that are imperative to your chances of survival.
The imperative is to make most of your limited actions, while denying the enemy most of theirs. However the AI does a good job of exploiting advantages themselves and going for the most vulnerable target.
