same issue here this killed my rogue roleplay since i wanted to possibly join the zhent. i've seen others be able to talk to her, and i think it might be related to taking the chest after rescuing the caravan guards, havent tried just letting him take it but i think the bug happens when you take the chest with the persuasion check
