Yes she doesn't talk until you kill the hag. The hag is supposed to trigger a conversation when you come too close. I had to bug as well, so you are stuck killing the hag in a boring "fight".
That might not even fix it though. In one of my games I killed the hag and got a a quest completion but then talking to the girl crashes the game. That entire questline is just bugged.
