I suspect Gale was "chosen" in his mind only. Even stripped of spells, the "chosen ones" had plenty of higher end skills, contacts and allies to fall back on if need be. And as noted, by this point in FR time, the weave has been repaired, at least to a degree, and chosen have regained some measure of spellcasting ability.
