Since lockpicking doesn't do a visible roll we don't know yet.
I think that Tool Proficiency is coming later, because Urban Explorer also mentions proficiency in Disguise Kits. Maybe the Sleight of Hand for TT is temporary until the Tool Proficiency is set up.
