You may be able to fast travel out just fine, but I don't think it's intended that you can jump down here and get stuck. This is near Rugan.

I did this and i appeared dead on camp

I was able to move around a tiny bit, actually I think I got under the ground but it was hard to tell with the camera so I just reloaded the quick save I did before trying it.
