It must be out of range for the spell itself. Would be tough to figure if it was a bug based on the description.
Maybe I'm too naive, but what I expect is that if I can hit an enemy with my bow, I should be able to apply hunter's mark as well. Because otherwise it just doesn't make sense to me.
