Bug 1: The ability Warding Flare disappears after hitting level 2.

Bug 2: Warding flare only has 1 use (at least the UI-element disappears after it having been trigger only once)

I played a light cleric and had neither of the issues listed here.

I have heard people are losing their reactions by accidentally dragging them off the UI, and then not being able to find them again to replace them.

Could that be an explanation to your problem?

I had your first bug happen, but warding flare came back. I don't remember if it was when I hit lvl 2. It also seems to have unlimited uses now, as opposed to number of uses based on WIS modifier. I'm not sure if that's working as intended, bugged, or just not implemented yet.
