She is definitely evil more often then not.
I didn't got the impression, frankly.
She seems to be a mixed bag of conflicting opinions, like most "complicated" people can be in reality (i.e. Just because you are a in criminal organization doesn't mean you like to kick puppies).
And in fact I noticed she reacts favorably every time you are kind or merciful toward some animal.
And sometimes she's pleased when you do someone a favor or act out of loyalty.
But on the other hand she doesn't seem to like when you act on a Samaritan complex offering help without a return etc.
