There is a Tyr Paladin merchant, north of the map in the Tollhouse that have been attacked by gnolls.
About the Halfling I think you h'ave to be neutral or friendly to goblins ; if you battle inside, the halflin and her guards will retreat into their vault room and go hostile if you trespass.
