This also happens with frightened: you're *supposed to only have to use your movement to run away, but the game also prevents you from taking any actions/bonus actions.
It seems like they've set conditions to overwrite entire turns, likely a legacy from DOS. Hopefully they plan on fixing these.
Frightened raw does not make you run away at all. Only the spell fear does that.
Frightened Condition: -A frightened creature has disadvantage on ability checks and attack rolls while the source of its fear is within line of sight.
- The creature can't willingly move closer to the source of its fear.
