I've found out this run that if you progress to the camp party, without having Gale's dialogue about his magic problem then you cannot give him any magical items.

I was thinking of optimising my time, by waiting to rest when I needed to wait for Halsin, but now it's bugged Gale out :P.

I got his backstory, but I don't have any dialogue to pass him items of value.

I just got this conversation at the end of chapter 1, after Gale told me all about his backstory. I don't know what proc'd it to happen, but there were a couple of camp rests before now where I had nobody initiate a conversation. I don't know why this conversation didn't initiate during one of those times, you don't need very high approval to have him tell you about it .
