I just got this conversation at the end of chapter 1, after Gale told me all about his backstory. I don't know what proc'd it to happen, but there were a couple of camp rests before now where I had nobody initiate a conversation. I don't know why this conversation didn't initiate during one of those times, you don't need very high approval to have him tell you about it
