Biggest problem I would say isn't Larian deciding to do it, but probably WotC (Hasbro) agreeing to tools that would allow fans to create free content. But then again NWN had premium paid modules, so it could work out well for them.

I think WotC will be convinced that BG3 and such "DM mod" maker could even widespread the fanbase of D&D. I'm one of the example, as my first motivation to purchase and try D&D TRPG was PC games like old BG series, NWN, and Torment. To my understanding, the 5e is developed in an effort to widespread of the D&D fanbase, and it is working IMO. BG3 and "DM mod" modding tool would help to increase the fanbase and advertise the "D&D" contents even further. BG3 sold more than 2M copy now, even in EA. Full version with such tool will bring more intention of potential RPG/TRPG players.

About the licensing, yeah, I agree that the example of NWN1 would work as well. Or lawyers of each side would find a better model. I'm ready to pay more for such mods and modules, as I mentioned I'm willing to invest additional $60 for such "DM mod" DLC.
