This is the second time I've seen this thing since entering the Underdark. This time, it's just stuck in one place and keeping my whole party in this stuck mode.

Did you press Shift+Space? That takes you out of turn based mode. When the Bulette spawns, you go into turn based mode so you can move everyone apart.

There was a ? over every character and I couldn't move/action them in any way. But,I was able to get out of it (I reloaded a save right before this and it occurred again) but "ending turn" on several people. The thing then warped all over the place, left a fake visual of itself where it was, before warping somewhere else. And combat starting.

The Bulette is a buggy mob anyway, I wrote a thread about dealing with it too.

The bulette is honestly crazy tough. Keep running into it randomly down there. One shot Shadowheart by accidentally knocking her off a ledge into the abyss

It's not an accident . You need to make sure you don't place your guys near the edges .
