Spiffing Brit breaks games for a living by modding them and seeing what happens when you throw their systems out of whack for fun. Doing that on an EA game and claiming it’s broken is nonsensical.

Strat-Edgy did a video that I think considers the right factors. Combat is about pulling off plans and, in this game, it’s a tool to demonstrate your role. You know... a role playing game. It’s vastly more difficult to accomplish that than to balance a combat system. Which is clearly down the road.

Even if it weren’t in EA, this isn’t Civ 6, it’s not the kind of game that’s meant to be perfectly balanced. The whole approach he takes makes no sense applied to this game.
