That's what the map shows. But he's nowhere to be found. So I guess my playthrough is bugged. Which means I won't be able to finish Halsin quest either.
So when I first entered the town after rescuing Halsin I thought the same thing. I only looked up top and didn't see him, I didn't actually go up. So I want through the town and talked to other people etc. At some point I ported somewhere (maybe to go finish the hag) and then came back to the town again. I figured I should try harder to find him and actually climbed the ladder this time, and he was right at the top. So I don't know, he might have been there all along but the camera didn't show it without going up.
