It appears to be that the presence that controls the tadpole and keeps it from doing its thing is fighting with it. Gut does not seem to have a clue that true souls have tadpoles. Someone tampered with the things and uses them to create a group of loyal soldiers with enhanced psionic abilities. The tadpoles would like to consume the hosts but are prevented from doing so.
