It's not only the evil NPC dialog that's looping. Every time I go to camp, after the tiefling party, I hear Halsin screaming 'YoU dEseRvE tO bE BanIsHeD!!!', and he loops it every few minutes. I know he's supposed to scream that at Kagha (if she's still alive) but... there is no evil snake lady in my camp. And I agree, it needs to be fixed.
Even if she were there, that frequency goes beyond righteous anger and well into shouting at pigeons territory.
Which I suppose druids might do.
