I have experienced this many times in combat, when my target is definitely in range of the spell, and I have line of sight but I can't target them because they are "too high"

THis doesn't make sense to me at all, and it needlessly restricts me from using my abilities. This is particularly noticable with my ranger. My bow has the same range as hunters mark, and I can hit them with my bow, but they are too high to target with hunter's mark. There should be no hight restriction on spells, just line of sight and spell range.

While discussing bows and range though. Longbows should have longer range than short bows, right?

It is clearly a bug : many spells with 30 feet+ range oddly cannot cast on something about 10 feet upwards.

It is the case of Sacred Flame for example.

Ranges in general are VERY small. The Shortbow and Longbow don't have the ranges they would in a tabletop game....but to be fair, the scale of the battlemaps is also much smaller and if they used proper ranges then range would be mostly be reduced to Melee or Ranged instead of having variance.

It's a pretty common fudge in these games.

EDIT: I do find the "too high" messages a bit annoying though.

I'd say it's simplifying distance calculations, but I've shot firebolts at enemies standing on a wall 30 feet higher than me in goblin town. Maybe it is doing a distance calculation to figure out if you can hit, but there are problems here because we (should) be able to air-burst some spells (indirect fire a fireball, for instance) and spells don't seem to like moving up or down elevation ATM.
