isn't he supposed to give you the dwarf teleportation scroll?
i walked all around the dwarven bread inn, and can't find any dwarf (the one that's supposed to offer you gems)

he's in the northern most room of the rooms on the left side of the bar; if he isn't there, then u went to late and he left.

This is possible if you have visited the dwarven village before the inn. The mayor in the village has the scroll now. It is in one of his rooms. You can take it without problems. If you cant find it, the king also gives you one if you finish a quest.
