It lets you get to the roof + basement...

Kidding aside, but only slightly. There is a ring you can find (there will be a voice over dialogue line so it's hard to miss) that you can use to activate the "Up" button on the teleporter/elevator once you're on the top level. The "Up" button will glow slightly, though it's hard to see. Once on the roof, you can click the "up" button again to teleport to the basement.

I bet the owner was gnome.

Inmagine that, completly missed that lol. Did notice the shady corridor but forget to check it. Maybe thats what the button upens up when you click it? In the basement you suddenly also gain a 'down' button to reach the 'under-basement'. I missed what the voiceline mentioned but it seems to be focused on that..

The staff in the basement though. Holy shit. This item is insane. Should be rare at least, if not a unique item. Dont think there is a simular magic item in the DM manual... Infact I think its bonus to attack is so insanely over the top they should remove it.

The best magical staves only grant a bonus of 2 to casting and some of those are legendary quality. To have a staff with 2d4 bonus to casting is beyond insane. Removing that bonus but keeping the bonus to bless still makes the staff exceptionally good. Thats a buff thats still unmatched in EA and would probably need a lvl 4 spell or such to even match.
