Monster races are kind of an oddity. On the one hand they have rules to be playable characters, on the other hand some of them are kill on sight in alot of situations because of where the normal biases from people are concerned.
Kobolds are not a race listed in the PHB so im assuming they will focus on those races first. Maybe they keep races like kobolds for future content though? Dont think we have heard them mention things like this?
