Surely this respawn rate is bugged 60 mins in & still 15 of them = cmon thats ridiculous & certainly not enjoyable - is this a bug or am I approaching this fight wrong ??

I think it is the Ancients that keep summoning more. Try killing them first.

It is. They stay back and summon most of the time. Feels a bit excessive though :P They are also unaffected by silence.
