I feel like the forgotten realms of 5e D&D (the "15th century DR") has kind of gentrified or become more accepting of monster races. People in cities aren't going to raise an eyebrow if a kobold walks into a room just like no one in new york city is going to go apopleptic because someone's speaking Russian or Chinese... and in smaller towns or the wilderness, kobold adventurers are still adventurers, meaning that you're heavily armed or capable of casting magic so most average peasants aren't going to be in favor of killing you for no reason.
