I also can now open red containers [steal] right in front of anyone without reaction. I can steal the map and potions off the table right next to Minartha before I have ever spoken to her for example. Reloading to a much older save pre-bug gets me a "Don't touch that!" dialogue/pause game.
Edit: Also pickpocketing fail gives no reaction at all other than needing to re-hide.
