The question is if they're going for full voice acting for custom characters. It seems to be the case and therefore it's... a stupid amount of work to voice, say, 5 options per gender. One of the reasons I'm not a huge fan of full voice acting. Greatly limits the possibilities.
What imo they should do, however, is introduce "voicebark only" voices, and make a ton of them. Would be less work than making one full voice, I think.
