It was possible for Bards in Baldur's Gate 2 and Baldur's Gate 1 Siege of Dragonspear had a cloak that allowed creating scrolls once a day.
However, I do not think there is a system in 5e that supports this, it would be more homebrew - besides Scrolls are so damn common in EA I cannot imagine it would be worth the effort.
I would add that I absolutely hate the fact that scrolls are common in BG3 and can be used by anyone. It makes spell slots seem almost irrelevant and prepared spells are even less of a tactical exercise since you can just change them on the fly out of combat.
In BG1 and BG2, atleast you lost your spell slots when you changed the spells you prepared forcing you to have a rest. Don't get me wrong, I love finding a magical item, scroll or potion, but finding them littered all over the place takes the excitement right out of the experience and removes all sense of danger.
