I ran into this issue with BGIII (and several other games, actually). Your case is probably simpler than mine though, as what probably happened was that part or all of Visual C++ got corrupted or wiped out. Here's what I did:

1. Go to settings
2. Go to apps
3. Find Microsoft Visual C++ Redistributable 2017 and 2019
4. Uninstall all apps by those name through the apps screen. If they uninstall, skip to step 6
5. If they don't uninstall, Microsoft has an uninstaller that deals with corrupted or missing files of this sort. It can be found here
6. Try to launch the game again, and it'll attempt to reinstall the now missing files as part of the setup process
