The end of Act 1 is going to happen where the tadpole are implanted into the cultists. Using or not the tadpole is going to have an impact at that point in the story.
I can already hear all the crying about whatever is going to happen, because people don't want to assume their decisions when they don't like the consequences that comes with them.
