They could take the Guild Wars 2 approach. In that game your background options influence a personal story quest you get throughout the game. Iirc each race gets the option of one out of three quests based on background (like noble, thief, etc) with small changes to these quests based on other choices during character creation. It wasn't anything big but it was really nice and encouraged choosing a variety of different backgrounds for your characters. Currently, I choose criminal for all my characters regardless of how I see them in my head just because I like the bonuses you get from it.

+1 for this! In gw2 this is give some connection and plus layer to your character plus could be working very well in this game too to be honest.
