If you damage stack Ethel in her hut before she runs away the masked people become friendly and have unique dialogue, you can even meet them in Baldur's Gate in Act 2 later.
I just went through this scenario a couple days ago, I couldn't get the Hag to proc in the area below, so I had to beat her in the foyer of the tea house. . .And the masks were still aggressive. I even snuck by them, freed the girl, grabbed all the Poor Unfortunate Soul tokens from her back office and still could not do anything but kill them. The only individuals I managed to free were the Elf and the Dwarf around the cauldron
