I dunno if dumb dialogue would be entirely appropriate. You can only drop your Int to 8 in 5e, which is just slightly less intelligent than an average person. Not like, unable to speak properly dumb or "might mistake a fire hose for a snake" dumb.
You can't really make a complete idiot in 5e. At worst you're a bit dense and not very perceptive, but not comically so.
