For your idea ...
I would imagine that in settings you should be able to allow this tooltip to check list you things you can do to improve your hit chance. Like:
Weapon Proficiency - ✓ + xy%
Enemy in Range - ✓ + xy%
High ground - ✓ + xy%
Enemy prone - X - xy%
And other things that can improve, or screw your hit chance.
I like this idea.
