It appears that the game settings does not remember which monitor it is supposed to start up on.

To fix I have to:
go into settings, select a different monitor, apply, then re-select the proper monitor and hit accept again

or

use the shift-windows-arrow key until it gets to the desired display. If it starts on a display that has the windows taskbar on the side instead of the bottom and I use this method, the display will be offset to the side and to correct i need to select full screen, hit apply then re select fake full screen to correct this.
