The NPC who gives it to you always repeats the same dialog options, even if you have already talked to him and received the quest.
I successfully retrieved the boots and brought them back to him but there was no option to turn them in, still just the same initial dialog where he tries to give you the same quest again.
Definately buggy.
Killed the quest giver and now it says I can return them to the duragar master, who seems to be across the lake.
