In an interview with swen he was asked about DM mode, he said that initially it was part of the plan for BG3 but because the game grew so much in size they put it on hold for now, and hopefully they will get to it once 1.0 version is out ( my guess is assuming the game sells well enough).
he also said that the priority would first be modding tools and only after that DM mode.
