I can't find Dr. Elrath, and his door in the Market is locked. Did I break the quest by going into Dr. Elrath’s house before I took on this quest?

No, you don't actually need to talk to him for anything (he makes an excuse for the circumstantial evidence you find). There is a key partly under a rock a bit south east of the house, IIRC. Until you turn him in, you should also be able to Lockpick the door.
