That's a good idea. Put some sort of criteria of items in certain areas (eg. make them like those of the local race).

Another, much easier idea:
In each region, nominate how much treasure will be available. Some of this treasure would be placed, namely the more valuable items, and the rest would be random. The story would decide what catagories the items would fall under (axes, bows, medium armour etc.) and major items would be of a preset type and quality (eg. Slasher). For example:
  • 5000 gold pieces
  • 3 medium gems
  • 30 mundane items (basic weapons, armour, minor-medium potions, food, etc.)
  • 10 superior items (items with up to two enhancements, medium-large potions)
  • 3 magical items (items with up to four enhancements, free skills)
  • 1 minor artifact (items with several enhancements)
  • 1 major artifact (story items of varying use)

This means that you would get a reasonable haul from any adventure, if you do the rounds. You don't know where all the treasure will be though, adding to the hunt.
