It's complicated by 1) there being quests that, right now, don't ever mark as Complete, and 2) that quests don't really draw a distinction between being 'completed' and being 'failed' like in some games. Take the "Free the artist" mission: if you do it properly, the journal will tell you that hey, good job, can't wait to continue this quest in Act 2.
In cases like those, I'd be inclined to consider completing the quest to be reaching that final journal update. But if you just say, hey, we're gonna mark all quests Complete -- well, you're not really wrong in just starting up quests then murderhobo-ing an important NPC as soon as you can. "I did it," you say, standing over a fresh goblin corpse, "I saved Sazza. I am a hero."
A bit of common sense can mostly get you through that. There are some edge cases I guess I could raise: do you have to give Gale two magic items, or can you just ignore that? It's not really a quest you can complete or come to much resolution on (Gale will always want more), but still, that'll update the journal in the same way as going through Lae'zel's stuff.
Not to bombard the posted speedrun with quibbles, mind. Just, you know, if anyone does want to really optimise the time further it'll be good to be on the same page.
