Some of the companion quests and dialogues are still a bit wonky.
I know some of them only trigger once you've used the tadpole's powers in dialogue (which means you very easily can miss out on them altogether) but I don't know if Gale's dialogues are one of them.
Have you tried getting him killed and resurrected?
