Ya your ram is really low. The only way you can help that would be to change the size of your pagefile. That will help, but you will still have slower loading due to the game having to load from your disk rather than RAM.
as for you seeing previous images during your alt-tabs...that's actually normal. It's a 'screenshot' from the last time you did your alt-tab...it isn't something that is refreshed constantly.
