Restricting scrolls use to only being used by people have have that spell on the class list would bring it in line with 5e rules, but it would also make scrolls useless for anyone but those specific spellcasters.
That is the point, isnt it?
I think they would be still quite usefull, since they could either work as additional spell slots, so you dont need to rest after every combat ... or you could use them if some combat proove to be longer than you expected, or if you dont expected it at all ... there are some encounters in camp, where no one goes to that combat exactly "pepared".
