Isn't multiclassing into Wizard just much more powerful than picking Magic Initiate? You get proper spell books, more spell slots, Arcane Recovery, and you get to spend that ASI on something else. I don't see the problem in Magic Initiate letting you use level 1 scrolls?
Basically, taking the magic initiate feat doesn't actually give you a class's spellcasting list. You get 3 spells, but you are not a wizard/sorc/bard/druid, and the magic initiate feat can't be used as a substitute requirement for items that require levels in those classes. You are still a fighter, and you count as being a spellcaster, but you don't have a class spell list. I'll concede that you should be able to use scrolls of the spells that you do know.
We do have too many scrolls in this game though, I think that's because they are currently free for all and larian expect us to split them up between everyone, but even them there's still WAY TOO MANY scrolls. I've got more scrolls in act 1 of BG3 than I did in multiple acts of neverwinter nights 2. They would need the dramatically decrease the number of scrolls they throw at us if they restrict scroll usage, because Gale won't be able to move from all the paper.
