From 5E rules (SRD):
" If you wear armor that you lack proficiency with, you have disadvantage on any ability check, saving throw, or attack roll that involves Strength or Dexterity, and you can’t cast spells."
You can ALWAYS wear armour - but you probably wouldn't want to. But you should certainly be able to pick it up and put it on (assuming you are strong enough to carry it and can still move...)
Then:
"Strength: Heavier armor interferes with the wearer’s ability to move quickly, stealthily, and freely. If the Armor table shows “Str 13” or “Str 15” in the Strength column for an armor type, the armor reduces the wearer’s speed by 10 feet unless the wearer has a Strength score equal to or higher than the listed score." Nothing about not being able to put it on.
So if the OP was saying they couldn't put it on, that's a bug according to the 5E rules. Or another change introduce by Larian.
