So I beat and killed the Goblin leader causing the entire fight to be over, I pass the two persuasion checks for Shadowheart, and then I press the brake button, waited for the journal to update and for the gnome to say "put me down!". I then press the release, and then the windmill goes full throttle and he goes flying off. This has happened three times and three times I had to go through the goblin fight, and this time I saved in anticipation for this bug and also recorded the clip

It's not a bug, it's a feature. Hit the button on the left, the brake, not the brake release.

You can make the little piggie fly with that button. After it stops, you need to instead go to the gnome and untie him if you want to save him

Honestly I forgot that I could've done that since it was my second playthrough but as a Githyanki fighter (completed my 1st playthrough as a Tiefling Warlock a month ago and I also did the "Rescue the Deep Gnome" and rescued him but this playthrough I forgot I had to actually untie him), but theres also a release button i could use so that I don't have to do the extra work of untying him xD It gives players a false impression that you have to do press break and then press release. I mean, it literally says "release"

You have to go around to the front of the windmill and talk to him to release him.
