Mage armor should change the BASE VALUE for AC from 10 to 13 if you do not wear armor and it should NOT stack with other things that increase AC when unarmored.
Monks can add wis to AC, barbarians can add con to AC and dragon sorcerers can also have higher AC.
All of this should not stack with each other and mage armor.
At the moment a barbarian/monk with mage armor could have extremely high AC.
