Tried making a new game and consistently load into a weird sandbox where i cant do anything but have 4 men in various states clothing wise.

Do you use mods? I had the same issue and found out, that my mods weren't installed correctly. There is also a mod on Nexus to make mods compatible with patch 3.

If you aren't using mods, then create a new profile and this issue should resolve.

Yeah it was an issue with mods i forgot were installed, cleared them out and worked as normal.
