Rogues can only cause sneak damage with ranged or finesse weapons, that's enough reason to max out dex. Light armor is better for chars with lots of dex because they allow infinite dex bonus, unlike heavier armors.
A Gith or dwarf rogue can use medium armor, but they have no dex bonus and medium armor would also be bad later when they have max dex.
Please do not take this feat.
Profiency feats are bad in general.
