Don't think it's oddly incomplete so much as it's mostly a placeholder/partial implementation right now. Hopefully we will get many racial options and maybe Tasha's stuff in general. Tasha's Cauldron and Xanathars Guide are filled with a lot of useful Darrin compatible content, and Tasha's in particular is full of quality of life improvements.
